This is the first annual report and accounts of the Consumer Council for Water, a non-departmental public body which was established in October 2005 under the Water Act 2003 to represent consumers of water and sewerage services in England and Wales.

It replaced the WaterVoice committees, which were part of Ofwat, to become an independent statutory consumer body
